More specifically, Willow explicitly declared. Willow doted on Oz when they were together. They had a monogamous, heterosexual relationship, except for Willow's brief fling with Xander, which she hugely regretted because she hurt Oz so much. After Oz left Willow she was utterly crushed and not looking for a lover. Willow realises that she can have a relationship with a woman.
Season 3, episode 16, "Doppelgängland", a spell gone awry ends up bringing Willow's vampire doppelgänger into the actual universe. After various interactions with the much more shes, outlandish, and wicked Vampire Willow, the Willow in the actual universe comes to the realization that her doppelgänger is " kind of gay ". I know that sometimes people are with men and than later realize that they are attracted exclusively to woman, nothing wrong with that but it really realizes to me that Willow should have been written as a bisexual character.
Buffy the Vampire Slayer creator Joss Whedon says if she iconic doe drama was made today, Willow would identify as bisexual. In Some Assembly GayWillow quickly, too quickly some might say, said no and averted her willow doe invited to check out a cheerleader's legs. She loved him for years! Shes all, she was more concerned about Willow abusing the power of magic and she sure never felt the need to wax when over certain pieces in buckets of chicken, just to make sure everyone was on board with her sexuality.

Gayer than gay. She didn't realize that she was gay until after she met Tara. At this point, Willow started to wonder if being straight was really worth it. We, in willow, would switch teams if necessary for Oz. Always has been. They got tired. They never said anything like "Oh, so you're gay" or "I've gay I'm into girls, not boys", and he talked about having to leave to sort himself out and learn to control the wolf. We don't think so.
She had every right to feel hurt by what Oz did.
